Summary of EAG interim Working group meetings

The EAG interim working group meetings were held on August 28-29, 2006 in Kyrgyzstan, lake Issik Kul according to the EAG Schedule of activities for 2006.
The participants of the meetings discussed the following issues, which will be considered by the EAG Plenary meeting in the end of 2006:
The Legal working group and Working group on technical assistance discussed and agreed on the following issues:
- Schedule of EAG mutual evaluations: it takes into account the ME of Kyrgyzstan, planned for November 2006 and the rescheduled ME of Kazakhstan;
- Criteria to measure the effectiveness of the EAG work: member-states have put forth proposals to add criteria to measure the effectiveness of the work of EAG working groups;
- On the attribution of EAG mutual evaluations issues: the working groups discussed the mandate of the new Working group on evaluations and legal issues;
- Results of the second EAG training seminar for evaluators: the working groups took into consideration the information on the results of the latest seminar for evaluators and agreed to the necessity of such further training in 2007;
- Procedures of the EAG mutual evaluations: the document outlines a part of EAG mutual evaluation procedures;
- EAG dialogue with the private sector: the LWG, WGTA and WGTYP agreed on the need to adjust the framework of such consultations. With this purpose the members of the working group are to submit their comments and proposals to the EAG Secretariat by September 5, 2006.
- On-going technical assistance and further technical assistance needs: corrections have been made to the Table for main technical assistance needs of EAG member-states for 2006 taking into account the latest activities in the sphere of TA. The participants also agreed to invite states and organizations, which are not members of the EAG to the 2nd EAG Donor Conference. It was proposed to draft a list of such states and organizations;
- Model process of technical assistance provision to create a national AML/CFT system: the comments and proposals of EAG member states and observers have been taken into account on this issue;
Working group on typologies (WGTYP):
- Preliminary results of work on the research topics selected by the Third EAG Plenary meeting: the heads of research topics presented their preliminary results; the members of the working group made their proposals regarding the joint FATF/EAG research topic regarding drug-trafficking; several representatives of member-states and observers presented candidates to make co-reports on the mentioned topic;
- Preparation for the joint FATF/EAG Seminar on Typologies (Shanghai, China, November 28-30, 2006): it was proposed to form the EAG delegation to the joint seminar. The ITMCFM is prepared to cover the travel and accommodation expenses for 1-2 representatives, depending on participation in the research. Other participants may attend at their own expense.
